Blizzard has updated the frequently asked questions section of their format announcement post to include a final decision on whether reward and promotional cards like Old Murk-Eye, Captain's Parrot, Elite Tauren Chieftain, and Gelbin Mekkatorque will be playable in Standard. In short, they're not, and there are going to be some changes as a result.

Old Murk-Eye and Captain's Parrot will no longer be granted for unlocking their respective achievements, but will instead need to be crafted. The latter remain unchanged as you can currently only craft normal versions of those cards.

All current Reward set cards, including Promo cards, will be restricted to Wild format.

When Standard format arrives, the Captain’s Parrot and Old Murk-Eye cards won’t be given for collecting their associated classic cards, but can instead be crafted (and disenchanted).

Acquiring the Promo cards Gelbin Mekkatorque and Elite Tauren Chieftain remains unchanged: the normal versions of these cards can still be crafted or disenchanted, while the golden versions were acquired via special events and cannot be disenchanted or crafted.

Maintenance Tomorrow

Hearthstone is also scheduled to be down for about three hours tomorrow while the development team completes some scheduled maintenance.

We will be performing scheduled maintenance beginning on Tuesday, March 1st, 06:00 (PST) and we expect the service to be available again at approximately 09:00 (PST). During this time the game will be unavailable for play.
